October 2023: Website updates

October's website updates focused on improving existing widgets and features of the site, including: 

• Redesigning the cookie banner to be much more subtle.
• Updating the People widget to work with one person selected. Previously it needed two or more people to render correctly.
• Correcting the hover states for some call to action buttons in landing pages didn't look right against the page background.
• Creating a table of contents widget to assist in viewing large volumes of PDF files without having to download each and every one of them.
