BACKGROUND
It is a high priority of CMU to internationalize the campus environment through attracting students from other countries. This policy is intended to provide a common tuition structure for cohorts of international students who come to CMU’s campus to complete their coursework.
PURPOSE
CMU wishes to establish eligibility requirements for international student cohorts, and to delineate the tuition arrangements for those students.
DEFINITIONS
A cohort of international students will be comprised of those students who come to CMU’s campus to complete coursework as a result of memoranda of agreement that exist between international institutions and CMU. Excluded from this policy are international students who are part of study abroad or exchange programs, and those students remote from the Mt. Pleasant campus who are served through Prof Ed. In those cases, separate specific agreements govern the tuition rates that are applied.
POLICY
Tuition will be set at 150% of the in-state undergraduate or graduate rate for the semester in which students first enroll in courses at CMU. Tuition will be adjusted each semester to remain at 150% of the in-state rate for the length of time specified in the memorandum of agreement. This applies to cohorts of on-campus students taking academic credit bearing programs, whether students are degree seeking or not.
An exception may be made to the above policy when a memorandum of agreement anticipates a majority of the student’s coursework will be in the English Language Institute. In such cases, the tuition may be set at 150% of the in-state undergraduate rate that is in effect during the semester immediately prior to the students first enrollment, and will continue at this rate for a period of one academic year. After one year the rate will be adjusted to 150% of the current rate in effect. The length of time a student may benefit from the reduced tuition will be specified in the memorandum of agreement.
Tuition for students taking classes in the English Language Institute only, may range from 120-150% of the in-state undergraduate rate in effect when the agreement is drafted. The length of time a student may benefit from the reduced tuition will be specified in memorandum of agreement.
PROCEDURE
The requirement that a certain number of applications must be received for reduced tuition is no longer in effect. Tuition benefits detailed above will be extended to all students who attend CMU under the terms of the agreement without regard to the total number of applications received through a partner. Other terms of existing agreements are not modified.
Additional course fees may be charged for programs that require expensive equipment or other high cost components. The amount of those fees will be specified in the agreement, along with any changes in the course fees that will occur during the course of the agreement.
The cost of programs can be established without reference to prevailing tuition rates when cohorts of international students are participating in noncredit programs within a particular college or university unit on-campus.
Each memorandum of agreement and international partnership regarding academic credit and no-credit educational programs are to be reviewed by the Office of International Affairs, and the provost’s office, and archived in the university’s agreement database (https://academicaffairs.cmich.edu/agreements/international.shtml). Central Michigan University reserves the right to make exceptions to, modify or eliminate this policy and or its content. This document supersedes all previous policies, procedures or guidelines relative to this subject.
